At present, performance management has become one of the modern enterprise management modes, and as an important part of performance management, performance appraisal is used to promote the performance of departments and staffs, and improve the enterprise core competitive ability, and finally reach the company’s overall strategic objectives. Performance appraisal not only provides an objective basis information for the enterprise human resources management, but also give suggestion for other departments to make good decisions, then the company can make the staff, the team and the organizational performance make an effective integration, and finally achieve the enterprise strategic objectives and performance indicators.In recent years, the human resources, as a kind of important enterprise resources,becomes more and more important for the modern enterprises, and performance appraisal occupies a pivotal position in human resources management. Performance appraisal is the multi-dimensional evaluation for the employee’s work behavior, work attitude, work results, and then offers certain rewards and punishments, such as compensation, benefits, training, through the assessment results, to improve the staff’s enthusiasm and cooperation degree, and improve the staff’s working efficiency so as to promote enterprise overall benefit and the purpose of the strategic objectives.As a fast developing industry in recent years, it is very important for financial sector to ensure the quality of the industry professionals, working ability and work attitude, it also has a significant impact on the economic development of our country. This paper first expounded the status quo of performance appraisal at home and abroad, and then discussed the methods, existing problems and solutions of implementation and the late feedback communication of the performance appraisal in the state-owned enterprises in our country, like policy Banks. The policy Banks in our country has a very big help and support for the current rural development, which is conducive to China’s transition from "involving food" to "agriculture". Traditional evaluation model was not apply to the current situation, so there is a need to set up a new performance evaluation model to adapt to the development of the bank in the new period so as to provide support for rural economy development. Finally, induction and summary are put forward for safeguard measures of performance appraisal.
