"Food is the first necessity of the people", every country attaches great importance totheir food security. China is a great country with1.3billion people, food security isparticularly important. Major grain-producing areas is the core area of our country’s foodsupply. In recent years, Major grain-producing areas appear the following phenomena:economic crop proportion increased, food proportion reduced, and even cultivated land areabandoned. Although it is the household’s rational response, it will reduce the risk-resistingability of the country’s food security. Therefore, research on farmer’s benefit compensationmechanism of major grain-producing areas, it’s not only an important measure to protectcountry’s food security, but also an important way to improve the farmer’s enthusiasm forgrowing crop, and increase the farmer’s income. Shandong province is the country’s majorgrain-producing provinces,Anqiu city is the major grain-producing counties in Shandongprovince. Anqiu has implemented direct grain subsidy policy since2004. Based on the surveyof212samples from Shandong Anqiu, the paper adopts empirical analysis and theoreticalanalysis, quantitative analysis and qualitative analysis to analysis the household’s plantingbehavior and its influencing factors. The paper identify the shortcoming of the direct grainsubsidy policy and analysis the inevitability and necessity to build farmer’s benefitcompensation mechanism and realization.The paper includes six chapters. The first chapter is introduction, which includes:background, purpose and meaning, review home and abroad, method and innovation of thepaper. The second chapter is the theoretical basis and international experience of farmer’sbenefit compensation mechanism in major grain-producing areas. The third chapter is thegrain subsidy policy status of Anqiu, which introcuces the overview of Anqiu, current grainsubsidy policy and its shortcomings. The forth chapter is the household’s planting behaviorand its influencing factors. The results show that labor force, the family foster coefficient,non-agricultural income, per capita farmland and grain income have a significantly greatimpact on households’ planting behavior. It is found that households forecast on the grainprice for the next year also play a significant factor. Farmer’s age, farmer’s education level,farmer’s social position, economic crop income and local economy have insignificant effect on households’ planting behavior. The fifth chapter is the farmer’s benefit compensationmechanism of Anqiu. From compensation idea, compensation target, the principle ofcompensation, compensation subject, compensation objects and methods, compensationstandards six respect to design the farmer’s benefit compensation mechanism of Anqiu. Thepaper point our that the compensation standards is0.84yuan/m2. The six chapter is therealization of farmer’s benefit compensation mechanism. Which consists of improving legalsystem, increasing financial investment, innovating agriculture organization and nurturingnew farmers.
