Analysis On The Development Status, Existing Problems And Strategies Of Vocational Skills Training For Migrant Workers In Baoji City

Migrant worker is a special group produced under the background of the household registration system and the dual economic structures between urban and rural areas. At present, the numbers of migrant workers in China are very large, and their culture quality and skill levels are low. Strengthening the vocational skills training for migrant workers, promoting the quality level of the migrant workers and achieving better jobs are the important measures to ease the problem of shortage of migrant workers and solve the problem of agriculture, rural areas and farmers. At the same time, it has important practical significance for the achievement of urbanization and modernization better and faster in our country. So it’s very necessary to analyze the development status of the vocational skills training of migrant workers.In this paper, on the basis of literature research and data collection, firstly, it analyzed the current situation of Baoji City and its migrant workers, and analyzed the development situation of the vocational skills training of migrant workers in Baoji combined with the people skills project, at the same time, it analyzed the participant situation, training expectation and etc. from the perspective of demander. Then it analyzed the existing questions and its reasons, and discussed its influencing factors further from 3 aspects which were the external system, training system and the migrant workers themselves. At last, the paper put forward some corresponding suggestions aiming at solving the questions of the vocational skills training of migrant workers in Baoji.Through study, the paper found that there are four sours of questions in the vocational skills training of migrant workers in Baoji, which were as follows: The first are the insufficient propaganda and low participation rate. The insufficient message, time, cost etc are main serious problems of the migrant workers facing with vocational skills training. The second are that levels of training contents are low and they are out of line with the market. Due to man factors, there are many contradictions between supply and demand of the vocational skills training for migrant workers. The third are that the training security system are not sound and satisfaction with the vocational skills training are low. Now migrant workers have more expection on that the governments should play more responsbilities. The fourth are that incentive mechanism is not perfect and the migrant workers are utilitarianism and Blinbdless. Currently, migrant wokers pay more attention to pratical interest from the short-term training, instead of that few migrant wokers realize that it has important meaning on improving their personal qualities and overall abilities from the vocational skills training. According to that, first of all, it should increase publicity of the vocational skills training and improve the migrant workers’ right recognition. Second, it should optimize the training mode and content and improve the training level to fulfil the market’s demand and migrant wokers’ expection. Third, it should perfect the security system for the vocational skills training of migrant workers from three aspects which include funding, management mechanism and supervison mechanism. In addtion, it should perfect the incentive mechanism to improve migrant workers training participation rate and satisfaction.
