As for training supply, the government training is main form, but the enterprises and other training institutions do a little, even do not want to joint into such kind training. The result of "mutual game" between different interest groups is inadequate effective supply. For training supply "adequate" and "inadequate" coexisting, and demands "large" and "small" staying together, this author points out that the two household registration management system in urban and rural areas is the root of training power insufficiency by analyzing step by step with a micro-macro approach, and emphasized that law support lack and current administration system defects are the restrictions to the training. Off-farm workers' vocational skills training is the Quasi-public good, and its external effects shows that the training supply given by market is surely insufficient to the demand of society. Thus the government should take more responsibilities to off-farm workers' vocational skills training, and create well social environment through system innovating and mechanism conversing.
