The new generation migrant workers in China produced in the historybackground of "three migrant worker tide". As time goes on, the new generationmigrant workers are replacing the old generation migrant workers gradually to be themain force in urban construction and industry development. The new generationmigrant workers are of higher education level generally, they have higher jobexpectations, pay more attention to cultural life and have rights consciousness. Thenew generation migrant workers hope to live in the city and be a member of citizens.But because the social structure of the urban-rural division and the limited culturaland vocational skill level, it's difficult for the new generation migrant workers toobtain a stable and high-income job, not mention to be a citizen. Vocational training asan important method to develop human resources helps to improve the new generationmigrant workers' vocational skill level and comprehensive quality by armed themwith the vocational skills that can actually comply with the requirements of theenterprise. To the new generation migrant workers, vocational training helps to realizetheir career goals and to be a citizen. To the enterprises, vocational training can easethe plight of labor shortages. To the government, vocational training is an importantmeasure to increase farmers' income, build the new rural and promote the integrationconstruction of urban and rural. Firstly, this paper introduced the basic concept about new generation migrantworkers, vocational training and the vocational training of new generation migrantworkers. Then, based on the demand and supply perspective, the author research thecurrent situation and deficiencies about the vocational training of new generationmigrant workers by the methods of questionnaire survey, field study and literatureresearch. Through the investigation and analysis, the author considered that thetraining programs organized by government are not managed consistently, the trainingscale is small relatively, the content is low level, the programs are lack of incentiveeffect and the regulatory policies are not in place. At the same time, when vocationaltraining institutions set the training course, they prefer to set courses that can obtainthe government subsidies. The teacher's qualifications are not balanced and thestructure is not stable. The teaching quality of vocational training institutions can notbe guaranteed. Enterprises are still not treated the vocational training of newgeneration migrant workers exactly, they don't have enough enthusiasm in doing thiswork and don't want to investment in it.In order to build a reasonable system about vocational training of new generationmigrant workers, the author put forward the suggestion from three aspects. First of all,the government should make good policies about vocational training of newgeneration migrant workers, make efforts to advertise the vocational training of newgeneration migrant workers and try to build the lifelong education system for newgeneration migrant workers. Secondly, the vocational training institutions shouldprovide diversified training courses, be well equipped with teachers and optimizetraining methods. Lastly, the enterprises should set up the correct developmentphilosophy, establish the win-win training and incentive mechanism and providediversified training method.
