Study On Construction Enterprises Credit Evaluation System For Port And Waterway Engineering

At present, our country is accelerating construction of social credit system. Because of the extreme lack of academic research on the credit evaluation system of construction enterprises of port and waterway engineering in our country, the credit evaluation system has many issues worth exploring, so this paper takes the credit evaluation system of construction enterprises of port and waterway engineering to do research, hoping to promote the perfection of the credit evaluation system.First of all, this paper summarized the uniqueness of the industry of port and waterway engineering credit evaluation, expounded the difference compared with other industries’ s credit evaluation. From the credit legislation, credit supervision, credit evaluation methods, credit rewards and punishments measures four aspects, discussing construction enterprises credit system for port and waterway engineering, which summed up the problems and put forward the improvement measures.Secondly, this paper compared and analyzed the credit evaluation index system of construction enterprises of port and waterway engineering, summarized some problems from the selection of indicators and credit behavior evaluation calculation method. Put forward the "fixed index + self index" method, and then selected the first evel and second evel indicators for the enterprise credit evaluation, to solve the problem of difference in country’s water transport engineering industry development. Based on rationality, comprehensiveness and fairness, summed up the fixed index list of specific behaviors that released in some credit evaluation documents.Then, by subjective way of the G1 method,this paper determined the first evel and second evel indicators’ s index weight in the construction enterprise credit evaluation model for port and waterway engineering. Through the expert investigation method and probability statistics method, established the deduction, grading and processing sub-standard of specific acts. By using expert scoring method and fuzzy comprehensive evaluation method,established some national and provincial comprehensive evaluation formulas of enterprise credit construction of port and waterway engineering,and established a water engineering construction enterprise credit evaluation model which is relatively complete.Finally, summarized the characteristics of the key staff’s credit evaluation of construction enterprises port and waterway engineering, by construction enterprise credit evaluation model of port and waterway engineering as the foundation, established a personnel accountable deduction system of the dishonest behaviors of construction enterprise, and created a key personnel credit evaluation model of construction enterprises for port and waterway engineering.
