This paper based on the theory of performance evaluation, usingquestionnaires and expert advice set up a performance evaluation indexsystem and an evaluation model for high-tech enterprises. And then thispaper completed the work of setting up a performance evaluation indexsystem for A high-tech enterprises by applying the method of AnalyticHierarchy Process (AHP) and the Fuzzy Comprehensive Evaluation.First of all, this paper based on the status of the performanceevaluation of R&D, clarified the background and significance of thispaper, fixed on studying items, methods and innovation points of thispaper; Secondly, it induced the characteristics of R&D personnel inhigh-tech enterprises and the characteristics of performance evaluation ofR&D personnel though reading domestic and foreign references; Thirdly,this paper established a performance evaluation index system and anevaluation model for high-tech enterprises. And there are three indexes in the standard layer and they are the index of the job performance, theindex of the organizational behavior and the index of the ability quality;Finally, this paper completed the work of setting up a performanceevaluation index system for A high-tech enterprises by using the methodof Analytic Hierarchy Process (AHP) and the Fuzzy ComprehensiveEvaluation. And the results of the performance evaluation provided thereference for the salary and bonus distribution, recruitment and selection,position adjustment, training and development for R&D personnel.
