The Research On Credit Evaluation Index System And Method Of Highway Construction Enterprise

Credit is the inevitable outcome of society economic growth , and the prerequisite and basis of market economic operation. Over the period of these years, the credit crisis have become more and more intensified in Chinese expressway construction market, and often happened in terms of project arrears, "debt chains," the quality accidents, safety accidents and so on. Therefore, the establishment of credit evaluation system for expressway construction market is imperative, while the credit rating is essential for the market as one of the main expressway construction enterprises. It is not only to regulate the market behavior of expressway construction enterprises, and to enhance its core competitiveness force, but to promote the process of building the credit system in the whole road construction, further to promote the construction of the social credit system.Because of the serious credit deficiencies in the current expressway construction enterprise in China, through the deeply analysis and discussion on the expressway construction industry, and learning the leading experiences of credit rating from the international and other industries, this paper designs the enterprises credit evaluation system in line with our country's actual situation. Based on the comprehensive study on various credit evaluation methods, the multilevel grey evaluation method is applied in this paper which is aimed at road construction enterprise's credit appraisal. The results of appraisal can be used in the whole process of the expressway construction projects, to facilitate the control and management of construction projects.In reference to the home and abroad literature, this paper describes the research background and significance of the credit evaluation, and the current situation in domestic and overseas research, introduces the theoretical foundation of the evaluation, the domestic and overseas enterprise credit evaluation model, and the application of credit information for the expressway construction market. Through the research on the characteristics of the road construction enterprise and the indicators'selection, this paper builds the indicator systems of credit appraisal, which elaborates the construction process of the road construction enterprise evaluation index systems, and explains the connotation of each index; It evaluates the road construction enterprises credit in the ways of multilevel grey evaluation model and determines weights by means of the G1 method ; Based on a case study on the three bidding companies ,this paper confirmed the feasibility of credit evaluation method.The author hopes this study can provide a new credit assessment method and idea which can be applied in the road construction market, further to promote the establishment and development of the credit evaluation system in the market economy.
