| With the great development of market-oriented economy, the project managers face a vital task, that is they should keep the construction engineering cost management applicable for the market operating mechanism and in pace with the international conventions as soon as possible. In our country, the engineers and technicians got comprehensive project cost information in the long-term engineering practice and the continuous summary, exploration, accumulation of experience and comprehensive analysis. And this information is extremely importance for the investment budget of the construction projects, reasonably determining standards of price and effective cost management in engineer field. Project cost management information system can deal all the kinds of standards, the actual data, and experience with process of collection, accumulation, storage, analysis and use. This can provide reliable basis for the engineering cost management and greatly improve the efficiency and the level of management.In this paper, according to the characteristics of water project cost management information system, a system knowledge base was designed with the case-based reasoning (CBR) method which is one kind of artificial intelligence in the field. In the base, the engineering knowledge, the expert experience in engineering project budget and cost control, and the historical data in the port and waterway engineering got effective use. Also, the base united the file formats and reduced the work amount in the field of port and waterway engineering cost. Meanwhile all kinds of cost information got released in time. Through the requirement analysis of water transportation engineering cost management information system in a certain region, the application of the method of CBR model was proposed.In order to make the application of case data of the water project cost management get a good effect in aspects of pertinence and effectiveness, the article set up the unified code system according to the characteristics of different types of water transportation cases, and this laid a good foundation for the correct application of the case-based reasoning method. |
