Cultivated land has multiple attributes of production, life and ecology, is also an important strategic resource, once the development and construction, most of the above features will be lost. Therefore, the protection of cultivated land is a legal obligation, is a political task. According to the Ministry of land and resources released, 2001 to 2008, China’s cultivated land has been reduced from 127600000hm2 to 121730000hm2. The contradiction between people and land is increasingly tense, farmland mothball resource scarcity, so the protection task increasingly heavy. Compensation incentive measures to the protection of cultivated land, due to the vague definition of compensation subject, compensation way is single, the compensation standard is too low and the lack of comprehensive and scientific accounting method, the protectors do not get the economic compensations which they deserved, otherwise, for free or at low cost to occupy the limited the cultivated land, which is not conducive to the realization of the target of cultivated land protection, but also affect the harmony between the various stakeholders. What’s more, loss and compensation related laws and regulations and policies, also makes the compensation of cultivated land protection work carried out not to strong support. The reason of these problems is that China’s current compensation of farmland protection mechanism is not perfect. To solve this problem, we must construct the compensation of farmland protection system in a mature market mechanism, improve farmland protection system and policy. It has very important practical significance in the realization of the optimal allocation of land resources, protect the rights and interests of farmers and protect the cultivated land resource.In this paper, from the theoretical research on compensation of cultivated land protection, externality of cultivated land protection and farmland ownership system, Through the comparison of typical countries and regions at home and abroad of compensation mechanism of cultivated land protection, implementation of environment policy system and different compensation model, then sums up various ways of compensation of cultivated land protection and comprehensive compensation value accounting system for our country to learn. Based on it, summing up the current compensation of farmland protection frame system, proposed the present situation, problems of the current compensation mechanism of cultivated land protection of our country, the lack of farmland property rights, the government public finance transfer payment is weak and compensation laws and regulations is not perfect is the reason of the current compensation system existing problems. In the empirical part, constructing the index system of measuring the running effect of compensation mechanism of cultivated land protection, From the quantitative index(protection of cultivated land coefficient),quality index(cultivated land output benefit coefficient) and performed index(coefficient of rights protection of farmers) operation effects of the current compensation policy measure, summarized that the single monetary compensation of current of cultivated land protection can not cover the great economic temptation of non-agriculturalization, is also not enough to make up the production result from reduce the excessive use of pesticides and chemical fertilizer. It’s need to further improve the standard of compensation. All of this provided an real and effective Empirical basis to establish the compensation for cultivated land protection system under a mature market mechanism. On the basis of efficiency analysis of cultivated land protection compensation mechanism, through drawing lessons from foreign developed market economy country compensation for cultivated land protection experience, given under the market mechanism, the Construction of cultivated land protection compensation system, combined with the monetary compensation, social security, agricultural subsidies and technical support and other means of compensation, put the economic, social, ecological value of cultivated land into the compensation value accounting. Finally, give the development path and policy suggestions for the system’s function.
