| Arable land resources as the essence is the most important means of agricultural production,but also mankind's most valuable asset.Along with the rapid growth of China's economy and building a site occupied by a large amount of arable land,China's food security,social stability and ecological security constitutes a great threat,a serious weakening of the economic and social sustainable development.To this end the implementation of the country the world's most stringent farmland protection system,but steady decline in arable land resources,quality and the continued deterioration of the ecological environment is an indisputable fact that the existing farmland protection system did not perform their proper effect.In this case,the thinking we have to protect the existing arable land system which,we in the end how to protect our lifeline,inter-regional compensation mechanism of protection of cultivated land in this context is generated.Since reform and opening up,China's uneven implementation of the gradient development strategies,making the eastern part of the first expansion of the rights of non-cultivated land,economic development in a leading position in the country.Along with the adjustment of national development strategies,development of the western region, revitalize old industrial bases in northeast and central rise of more and more extensive attention,but is in a stage of rapid development in the central and western regions of the country has faced increasingly stringent farmland protection system control,the central and western regional economic development and farmland protection conflicts.
