If modern enterprise wants to win on the fiercely competitive market, it is necessary for them to improve the quality and ability of employees by way of human resource management. In several blocks of human resource management, the performance management is a core, a platform to practice and implement the enterprise development strategy and powerful guarantee for enterprise execution culture. Enterprises that want to win in the market competition should focus on implementing performance management and actively improving the conversion of working ability between management and grass-root staff. Obviously, lots of domestic enterprises have understood the significance of performance management and developed it more or less. However, over eighty percent of enterprise leaders and managers have not learned the theory of performance management on purpose, and have no idea about the process and steps of constructing standard performance management system. Even some enterprises think that their regular assessment on staff means the performance management and promotion for staff. They have not studied the basic concept clearly yet. Or they just establish a system process simply but cannot properly solve the problems in the operation of performance management system, which needs to be optimized and perfected constantly.By way of studying the theory, process and method of performance management as well as analyzing the shortages of performance management system in Qiaqia Food Group and carefully seeking for the reasons, it concludes the difference between currently running performance management system in Qiaqia Food Group and standard performance management process. In this thesis, firstly it explores the leading situation of researches on performance management theory by domestic and foreign management scholar and it can be seen that the performance management theory develops prosperously in enterprise management in China. No matter the scale of enterprise, they try to make performance management for staff, but the result is not as effective as that in theory. Meanwhile, it also summarizes and concludes some typical theories in current performance management and proposes the idea of optimizing and improving the current performance management system in Qiaqia Food Group by way of analysis and study of the basic theory of performance management: in the first step, it will analyze the current situation of performance management in Qiaqia Food Group; in the second step, it will find out the problems in performance management in the company; and in the third step, it will optimize the current performance management system and implementation process.In this thesis, it adopts method of comparative analysis, job interview and questionnaire investigation to make a detailed analysis for the running situation of current performance management system in Qiaqia Food Group, thus extracting six great performance management problems to be settled urgently. Firstly, the content of current performance assessment is not combined with the overall strategy of the company; secondly, each performance indicator does not have a clear importance and the indicator is extracted randomly and inaccurately, which makes it not be measured in an effective way; thirdly, there is not sufficient communication during the implementation of overall performance management and it’s lack of necessary guidance; fourthly, the department director will not make official feedback for staff after getting performance result of that period and the interview link is lacked; fifthly, the performance result is just used to deduct the salary and is not be used fully; sixthly, the performance culture does not have foundations in the enterprise. No matter for managers or grass-root staff, they resist the performance management strongly and lack correct understanding. These six great problems have a direct relation with the fact that the current managers in Qiaqia Food Group do not understand the performance theory and there is lack of the process of performance management system. Therefore, in this thesis, it integrates the PDCA management theory into performance management system and redesigns the performance plan, performance assessment, performance guidance, performance feedback and performance improvement to perfect the process and steps of each link, and proposes relevant optimization implementation plan.
