Smart city is a new concept and a new mode of city development in the world, is a product of city sustainable development needs and the new generation of the combination of information technology, meanwhile it is goals and vision of city. Dalian is a pilot city of national innovation city, is also most vigorous city in the north of china, has a good foundation in the construction of the smart city in Dalian. To build a smart city needs the government to advance, with the rapid expansion of urbanization and urban scale, the urban management requirements are also constantly improving. With so many social problems, the government of Dalian needs transformation, building smart city brought a kind of inspiration to the transformation of the government, Providing direction for the government to change.This paper is based on a lot of literature, selected the government transformation of Dalian smart city construction as the research object. Firstly, launched a full range of analysis of the concept of government transformation, and combining the concept and application of the smart city to lay the foundation for a comprehensive study of the government transformation of smart city construction. while, make a concrete analysis on the related concept and theory of smart city and government transformation and the relationship between them, which make analysis of the predicament of government transformation of Dalian and the reasons for these difficulties.And then analyzed the outstanding city in the world by the concrete case of global smart city, so then expounded the relevance and directivity of the smart city construction to the government transformation. Finally combined with theoretical analysis, with the specific cases, offering a way to discuss on the government transformation from the perspective of smart city in Dalian.
