With the development of economy in China, Urbanization level is rising continuous. Urbanization is a process of people in a region relatively concentrating to towns and cities. Accompanied by the rural-to-urban transformation of production and lifestyle, the urbanization is characterized by the transformation of rural population into urban population, while the real estate industry will develop rapidly."Urban Village" mode is an important way to widening urbanization, accelerating urbanization and promoting the healthy development of the real estate market.This articles focus on "Smart City" project in DongLi District, which is a typical project of Tianjin "Urban Village" transformation. It’s not only a focus on the urban village transformation in Tianjin, but also a key step in the process of urbanization in DongLi District. On the basic of ensuring local residents to move back into new departments, the commercial departments can be constructed on remains land for sale. It’s a win-win result to improve the residents’ living environment and achieve economic benefits. Meanwhile Smart City project a start of construction, will further promote the development of district-wide integration of urban and rural.By referring to related policies, laws and technical and economic knowledge, and using methods of theoretical study and empirical analysis. Analysis shows that the pressure of high prices in urban areas has affected large numbers of people transfer the purchase intent to four districts in the suburbs. DongLi district, where the project is constructed, the average price of commercial housing there is growing steadily, and the demand of commercial houses is very large.So, the project has good market prospects. At first, the construction process will bring certain influence to the surrounding ecological environment, so this paper has carried on the thorough research from the natural factors, the environmental conditions and the pollution sources. Meanwhile, it gives the corresponding precautionary measures. The feasibility of the project is considered from the aspects of environmental protection. On the other hand, from the cost estimation, income estimation, and related financial data, the paper comprehensively gets the feasibility of the project and makes the relevant measures about the sensitivity analysis and risk identification. The project can achieve the reasonable profit, and has a certain ability to resist risks. The project is considered from economical feasibility. Finally, in order to minimize the risk of the project, ensure the project is safe and feasible. At the same time, the paper carries on the quantitative evaluation. In view of the high level after two risk factors, the corresponding risking prevention measures are put forward.Feasibility study on the early stage can avoid more waste and losses resulting from rash decisions, and indirectly gain considerable economic and social benefits with very little investment.
