As one of the leading industry in China,the smooth development of the construction industry is very important to our country’s economy and society. The construction industry have played a part in the development of GDP and the solution of employment. he development of the national economy and people’s living level improve-ed for the construction industry will bring both opportunities and challenges. How to grow and develop in the fierce market competition, construction enterprises is closely concerned problem for managers.Small and medium-sized construction enterprises in China accounted for most of the construction industry, and the small and medium-sized construction enterprises involved mostly closely related to people’s lives and infrastructure, business. So the healthy development of small and medium construction enterprises is important to promote economic development and social stability. Core competitiveness scientific and technological innovation capability of our country small and medium-sized construction enterprises is weak. In addition, there are many problems in the domestic construction enterprise management. For example, lacking of advanced management methods, low information degree, lacking of management knowledge and the thinking of strategic management, cost management method is out of date. Strategic management thinking and ability are far behind other industries, construction enterprise management method, field of business, technology, capital strength is far behind the foreign countries, the strategic management of small and medium-sized enterprises in China need to learn and learn there are many.In this paper, through the analysis of the internal and external environment of China’s small and medium-sized construction enterprises is weak, summed up the ideological, disjointed, lacking of control is the implementation of the current main problems in strategic management of small and medium construction enterprises. According to the actual situation of small and medium construction enterprises, this paper puts forward the focus strategy, differentiation strategy, cost leadership strategy, leading talent strategy, technology innovation strategy five strategies, and formulate the seven ways of small and medium construction enterprises to ensure the successful implementation of strategic: improving the information level, improving the financial management system, the establishment of effective decision-making system, the establishment of the scientific evaluation system, strengthen strategic management execution, training management strategic thinking, strengthen risk control.
