With the rapid economic development, the share of industrial enterprises in China increasing day after day, that plays an increasingly important role in Chinese economic. Strategic management as a specific field of study for large enterprises, then speaking to the SME, to develop and implement strategies is also necessary. Tend to see the immediately benefit for an enterprise without corporate strategic management only, and this is necessary to SME in China on the management of this strategy.The software industry is a sunrise industry, since the reform and opening up, especially in recent years, the small and medium-sized software enterprises in Jilin Province develop rapidly, the overall quality has been greatly improved, the revitalization of the old industrial base and play important role to achieve the overall objective of the systemic economic and social development in Jilin Province. In the above context, the paper use the SWOT strategic analysis tools firstly, and strategic analysis of small and medium-sized software enterprises in Jilin Province and external opportunities and threats, and internal strengths and weaknesses. Identify the impact factors of the strategic management of small and medium-sized software enterprises in Jilin Province, and the use of data envelopment analysis (DEA) method to assess the effect of the current implementation of the strategy of small and medium-sized software enterprises in Jilin Province. To discover the main problems in the strategic management of small and medium-sized software enterprises in Jilin Province, and finally solve the above problem corresponding countermeasures to strengthen the strategic management of small and medium-sized software enterprises in Jilin Province.
