Countermeasure Study On Promoting The Degree Of High-Tech Industrial Agglomeration In Fujian

It is clearly pointed out in the eighteen report of the Communist Party in China: "owing to scientific and technological innovation is the strategic support of improving social productive forces and comprehensive national strength, so we must put it in the core position of national overall development". And developing high-tech industry is an important way to implement innovation driven development strategy, promote the adjustment of industrial structure, and achieve sustainable economic development, therefore, we must take developing high-tech industry as our primary task of economic development in the new era.In the process of developing high-tech industries, the agglomeration of high-tech industry can effectively promote the majorization of industrial structure and develop the local economy. Consequently, Fujian government emphasized that we should develop western strait economic zone and adjust industrial structure by fostering national high-tech industrial park and expanding several high-tech industrial cluster. Therefore, Fujian began to construct high-tech industrial park actively, and the scale of high-tech industry was always expanding, and high-tech industrial clusters were growing increasingly. Even so, compared with other developed area, the degree of high-tech industrial agglomeration of Fujian is far lower than theirs.Given this, the paper puts forward the suggestions for promoting high-tech industrial agglomeration by measuring degree of Fujian high-tech industrial agglomeration and analyzing its influence factors. The first, this paper introduces the domestic and foreign scholars’ achievement about the degree of industrial agglomeration measurement and its influencing factors, also classifies the high-tech industry and describes its characteristics. Meanwhile, the paper expounds cluster theories and measuring methods which are closely related to this article. All of these have laid foundation for the further study in this chapter. The second, this paper introduces the development and problem of high-tech industry in Fujian. The fourth, the paper applies location quotient, industry concentration ratio, Herfindahl index and Gini coefficient and E-G index to the measurement of industrial agglomeration, the results show that the degree of industrial agglomeration is low as a whole. Then, this paper empirically analyses the influencing factor of high-tech industrial agglomeration in Fujian province by panel data. The consequences show that length of highway mileage, fiscal expenditure on science and technology, quantity of employment have positive influence on Fujian high-tech industrial agglomeration, R&D spending can militate high-tech industrial agglomeration but not obvious, and tax is negatively correlated to the high-tech industrial agglomeration but the effect is not significant. The last, combined with the result of empirical analysis and developed experience of promoting high-tech industrial agglomeration degree at home and abroad, this paper puts forward relevant suggestions so that it provides reference for Fujian to develop high-tech industry.
