Since entering the new century, with the accelerating urbanization and industrialization process, the migrant workers group team is also growing, migrant workers already with our country economy development and the socialist modernization construction. However, at present our country rural migrant workers by education degree is generally low, their cultural knowledge level and work skills and their qualities are far behind the needs of the modernization construction. So, the problem of the education and training of migrant workers received extensive attention of government and the social people from all walks of life and value. Many experts and scholars from different Angle to the problem of migrant workers education and training was studied, and made many valuable research results, and specific to the Midwest mechanisms of these migrant workers education and training in less developed areas is very much. Compared with some developed coastal cities, due to restricted by geography, history, and the degree of reform and opening up, the Midwest these less developed areas of economic development level is relatively backward, therefore, need according to the specific condition of less developed areas to peasant workers’ education training mechanism innovation.This article is divided into five parts, each part of the study summarized as follows:The first part is the introduction. Including the subject, research significance, research methods; Associated with the study of literature is reviewed, the literature review mainly introduces the domestic and foreign scholars from different angles were discussed on the research of the peasant workers’ education training; In this paper, the research contents, technical route, and research methods and innovation of this paper is presented.The second part is the related concepts and theoretical basis.
