Peasant worker is a special group after China open up to the outside world. Their identity is the peasant, but their profession is the worker. Their labor cost is low. However, they are the key for the national economy development. Recently, as the government release of the limitation on the transfer of village work force, peasant workers are playing a more and more important role in the city industry production and livelihood. However, the low comprehensive quality is limiting the improvement of the work levels. The works mainly depend on muscles. To improve the comprehensive quality, the systematic train is necessary, which is divide into four points including the train in ideology, skills of production, investment in village education and the basic city living knowledge. However, there are many problems in the execution of the training program like the low peasant workers' participating rate, the disordered training management system. To resolve these problems, the government should keep the thought of centering on human, correctly manage the relationship between the government and the market, strengthen the function of serving the public, reform the peasant workers training mode to overcome the difficulties in peasant workers training and realize the general improvement of the peasant workers' basic quality.The creation point is: we start from the view of human capital, calling for establishing a profound and orderly training system, and giving the relative measures.
