In recent years, the development of animal husbandry in our country was very successful.The success made a great contribution to the prosperity of rural economy and improvement ofpeople’ live, however, the risk of animal epidemic gets more and more serious. Avianinfluenza is one of the animal disease which has a higher happened frequency and moreharmful than others. This animal disease is a severe threat to human life as it might spread tohumans. Culling infected poultry or eradication all the poultry and harmless disposal withinthe epidemic areas is and will be one of the most direct and effective measures to put downavian influenza. However, these measures caused great economic losses to poultry owners.Although the government paid a certain compensation for culled poultry, the currentcompensation standard differs considerably from the actual economic loss of poultry ownersand many farmers are dissatisfied. The study of farmers’ economic loss at risk of avianinfluenza can not only abundance theories and productions, but also can offer reference forgovernment to set up reasonable compensation standards.In this paper, investigation method designed on the basis of systematic samplinginvestigation combined with typical case analysis and experimental study, and acquire supportdata required in the research. The main methodologies involved include empirical analysis,normative analysis, qualitative analysis, quantitative analysis, field survey and case study.Based on analyzing the existing excellent research and with the comprehensive utilization ofanimal science, management science, economics, taking the layer breeding farmers forexample, analyze the measures taken by farmers and its expenditure at the risk of animaldisease, analyze the production value of livestock in their different life stages, confirm theconstituent of animal owners’ direct and indirect economic loss, and establish its evaluationmethods.The main research contents the following three parts. In the first part, firstly introducesthe present situation of major animal disease happened and its harm in recent years. Then,some basic concepts are defined strictly. Several basic concepts of related theories and itsapplication were also sketched out. Emphasize the necessity and urgency of this study fromtheoretical practical analysis. In the second part, firstly introduces the present preventionsystem of animal major disease happened in our country, the existing evaluation method of poultry owners’ economic loss at risk of animal disease, compensation policy and analyze itsirrationality. Then, on the basis of the existing research achievements and combined with thefield survey data, analyze the element of poultry owners’ economic loss at the risk of animaldisease. At last, a farmers’ economic loss evaluation model was constructed. In the third part,the research data will be explained at first. Selecting several representative farmers as typicalcase and analyze it. Calculate farmers direct and indirect economic losses suffered in theavian influenza using model established ahead. Then, compare and analyze the calculationresults. Also, compare the calculating results with that in existing research literature, andcalculate the farmers’ economic loss compensation rate paid by government at the risk ofanimal disease. At last, summarized the conclusion of the study and put forward somecorresponding policy suggestions.The main conclusions obtained are as follows:(1) Days of age is the main variablewhich determines the layer’s value. The layer breeding farmers’ economic loss wassignificantly different from each other even in the some animal disease(.2)The farmers’ directeconomic loss was significantly different from that of indirect economic loss at the risk ofanimal disease.(3)The present evaluation mechanism of economic loss caused by animaldisease was unsound and compensation ratio was low universally. However, the excessivecompensation also exists in some cases.(4)The cost of breeding hens is high and the profitis very low. Some animal diseases that not include in the Class A, such as Low pathogenicavian influenza, are also very serious to the development of animal husbandry and foot safety.
