After China entered into the WTO, so many opportunities and also challenges to China. Owing to the further relaxing of the export and import business rights, the number manufacturing enterprises and export volume have been increased a lot and let "Make in China"got even mote impressive worldwide. In recent years,China’s manufacturing enterprises has a rapid develop,and the productivity has been improved to a high level that just improve technology can not meet the need of product competitiveness. So,in order to get more living space,enterpsise begins to find competitive advantages from external resource providers.Actually,the funds for the procurement of raw materials accounted for 40%-60% of the total funds. Non-bulky materials purchase amount is only 8% of enterprise total purchasing value, with 60% of working time went to the purchasing department. Another study showed that in the bulk material purchasing, management costs accounting for 25% of the total purchase cost, inventory cost (36%), with about 39% of the actual material price, purchase cost has become the enterprise total costs constitute a very important one. So the procurement cost has become important to total cost. Non-bulk materials is sourcing is different from common procurement,which has lots of issue to deal and is daily frequent trade.However,to each order,the batch size is much more smaller comparen to others,the cost of processing this kinds of purchasing always keeps expensive.More and more huge enterprises are takeing lean-production by information system,in a centralized scientific way to manage.But the result was unsatisfactory.At present various manufacturing enterprise to cater to customers personalized needs of different levels, continuously strengthen to the requirement of flexible production. This also for the Non-bulky materials procurement and inventory management more stringent requirements are put forward. Compared with the normal production material, purchasing large quantities of commodities and the average value is low, the supplier is numerous, the procurement work efficiency is low, inventory and the cost is high.Third Purchase service provider ’s target audience is the production of manufacturing enterprise, so can make the integration on the industrial park of buyers benefit maximization, so as to realize the win-win of both parties.Due to the continuous development of modern industrial park pattern, the manufacturing enterprises are moving closer to an industrial park. Longquan industrial park, for example, garden large-scale manufacturing enterprise of the number of bulk material purchasing is very considerable, each enterprise to need to arrange special manpower and financial resources to make this part of the material procurement, and this part of the labor cannot create value directly. The fourth chapter in longquan industrial park as an example, this paper introduces the development of the park size and industry classification, present situation of enterprises in the park the Non-bulk Materials, and to the whole of the park’s enterprises overall analysis has been done for the demand for the commodities, to determine the feasibility of the integration of procurement, finally expounds the purchase the total cost of the components. The fifth chapter according to the commodities procurement cost problem, established the mathematical model analysis.For this problem,this paper introduces a third-party procurement service provider who we call it third party purchase(TPP).If enterprise pays some money to TPP,the,they can help enterprise avoid risks.The first chapter mainly introduced the commodities integrated procurement of Non-bulky materials theoretical significance and practical significance, the research status at home and abroad, theoretical basis and the research mentality. The second chapter mainly introduces the Non-bulk Materials, starting from the concept of the Non-bulk Materials, analyzes its characteristic, through and compares the characteristics of ordinary materials, analyzing the particularity of the commodities, as well as the influence of the particularity of the bulk material purchasing cost. The third chapter puts forward the concept of integrated procurement, analyzes on the advantages of the integrated procurement and difference with the traditional procurement method, finally introduces the integrated procurement development situation at home and abroad. First of all,establish the shortage risk loss model of manufacturers, given the shortage cost of the third party can save for the enterprise. Secondly, this paper establishes the quality risk cost model, gives the third purchase to help enterprises to reduce the quality risk of loss; Again, combining the above two models, this paper established the total purchasing cost model, through this model, you can compare the total cost of the purchase before and after the introduction of a third purchase; Finally, analyzes the actual situation of the single or multiple materials procurement to calculate, the cost of a specific data comparison.Frist,we establish a mathematical model about risk of out of stock;Second,we establish a mathematical model about risk of quality defects; Third,we consider the total costs of procurement and also establish a mathematical model;At last, calculated by selecting single or multiple actual procurement of materials, draw specific cost data for comparison.
