A Study On Improved Performance Evaluation System Of VALIN LY Steel Company’s Bulk Purchase Of Raw Materials

With the arrival of the economical globalization and the service economy, enterprise’s competition gradually evolves for the management science competition. The purchase, as an important link of the modernized enterprise management and one of the cores on supply value chain, increasingly receives the enterprise and entrepreneur’s attention. How to use the advanced performance evaluation system for performance assessment bulk purchase of raw materials to meet the needs of rapid development, this has become an important issue of common concern to both policy makers and employees.This paper describes the theory of procurement performance and procurement performance evaluation, based on the actual situation of the Hunan VALIN LY Steel Company and its procurement department, the paper analyzes the existing index system of bulk purchase of raw materials and points out the existing problems. According to the weakness of original index system, using BSC procurements, enterprise performance evaluation system, of bulk raw material is divided into the four function modules:financial, customer, internal management, innovation and development, then combining with KPI, puts corporate strategic goals into the performance management and establishes an improved performance evaluation system. Finally, provides the implementation of strategies and safeguards.The focus of the article is that using the BSC and KPI theory to improve the existing evaluation system, the article not only have a theoretical significance, but also the improvement of the performance evaluation system of procurement of bulk raw materials has important practical significance. Finally, this paper wishes to provide bulk procurement of raw materials for reference.
