Industrial Technology Research Institute is a new thing in the country’s nationalinnovation system. Then this study put the famous generic technology research institutes inUnited States,Japan and China Taiwan as a case,studying their characteristics anddevelopment experiences. At the same time,I went to some industrial technology researchinstitutes in hebei province for field trips. On this basis,carrying on a further study on themanagement system and operation mechanism of government-oriented,university-orientedand enterprise-oriented industrial technology research institutes.Then proposed suitableoperation mechanism for different types of industrial technology research institute. Finally,put Hebei shahe technology research institute of glass as the empirical case, analyzing itsoperating mechanism.And according to the above conclusion and the problems,puttingforward improvements.
