Research On Operation Performance Evaluation System Of Industrial Technology Research Institute

After 18 th National Party Congress,facing the urgent demands of upgrading of industrial technology and innovation,the national industrial innovation center constructions were in full swing.Industrial Technology Research Institute(referred to as the production and Research Institute)as an important organization form of the national industrial innovation center,and as a new platform for industrial technology innovation,plays an unique and effective role in promoting the transformation of scientific and technological achievements,as well as the regional economic and social development.At present,our country has established many Industrial Technology Research Institute,and some provinces and cities also is stepping up efforts in the construction,but they are not grasp the connotation of the industrial and Research Institute,so the construction of Industrial Technology Research Institute become a mere formality,it’s just to meet the single platform function of industrial technology innovation alliance,business incubator and small,medium enterprises,ignoring the resource integration and mufti-platform compound function of Industrial Technology Research Institute.To this end,it is necessary to construct a performance evaluation system which meets the needs of the Industrial Technology Research Institute,and it is very necessary to guide the development of the Industrial Technology Research Institute by "evaluation and promotion".This article through three spiral theory,collaborative innovation theory and industrial generic technology perspective,making a comprehensive analysis of Industrial Technology Research Institute’s connotation,orientation,composition subject and operation mechanism.In the selection of evaluation index,it combine process evaluation index and result evaluation index,integrated use of principles of system,cybernetics and information theory,based on the input-output of the process control system,established the performance evaluation model which include the operation input,operation process and operation output,and the frequency analysis and expert consultation method is used to choose the primary evaluation index;then using fuzzy comprehensive evaluation and entropy method to figure out the index weight and then sort,so we got industrial technology research institute performance evaluation scores.Thus the comprehensive evaluation model of the operation performance of Industrial Technology Research Institute can be constructed.The author chooses an Industrial Technology Research Institute that relies on "National Geo spatial information(Wuhan)industrialization base" as an example,so the Performance Evaluation System of Industrial Technology Research Institute can be verified.Finally,In view of the above research results,this paper puts forward the relevant suggestions about how to improve the operational performance of China’s Industrial Technology Research Institute,The research results of this paper has a certain reference value as promote the construction of the Industrial Technology Research Institute of China,strengthen the assessment and evaluation of the Industrial Technology Research Institute,so as to improve the performance of the Industrial Technology Research Institute.
