Innovation is not a linear process from invention to commercial diffusion.It is a process of complex interaction between different innovation entities.Many research results show that the Public Industrial Technology Institute(PITI)is an important component of the National Innovation System(NIS),which can improve the capability of independent innovation of enterprises,promoting the upgrading of industrial structure and regional economic development,and achieving the effective connection between personnel training and social needs,which are important means for building a national innovation system.PITI's Functional Positioning in Innovative Systems dynamic evolves as external environmental elements change.Based on the theory of co-evolution between organization and environment,the paper makes a multi-case comparative study on the function evolutionary path of PITI and its inherent influence mechanism.Specifically,three typical PITIs,such as the Fraunhofer-Gesellschaft(Fh.G)in German,the Korea Institute of Science and Technology(KIST)and the Thailand Institute of Scientific and Technological Research(TISTR),were selected to study the stage characteristics of the case wih the longitudinal multi-case comparative mathod.Data of cases mainly came from second-hand information and formal interviews.It was authenticity and validity under the triangulation prove.Nvivo8.0 software for multi-level case coding,the three cases of functional evolution path for a specific analysis,then make a final conclusion.The conclusion shows that:First,the analysis of PITI's phasic characteristics shows that in the government-led phase,the path of co-evolution of PITI organizations and the environment is system-led;in the market-dominated phase,the path of co-evolution PITI organizations and the environment is technology-led;During the innovation-driven phase,the path of co-evolution PITI organizations and the environment is a system-technology coupling.Second,the function evolution of PITI has the common characteristics.The research output has evolved from industrial generic technologies to the forefront of key technologies in the international arena.Talent innovation has evolved from talent pooling to personnel exchange.The object of technological spillover has evolved from domestic customers to international customers.Thirdly,there are differences in the evolution of PITI functions in Germany,South Korea and Thailand:Germany PITI has the shortest duration in the government-led phase and is the first to enter the innovation-driven phase.The South Korean PITI lasted for a long time in the government-led phase and succeeded in the later development Catch up;and Thailand,the longest stay in the government-led phase,has just entered the stage of innovation-driven,not yet catching up with innovation ability.Fourthly,through the comparative study of the evolvement paths of the three cases,it is found that:1)The stronger the supporting system of the external environment of PITI,the stronger the function of PITI in the national innovation system.2)The less restrictive of external environment of PITI,the more powerful PITI will play in the national innovation system.3)The stronger the technical requirements of the PITI's external environment,the stronger the PITI's ability to play in the national innovation system.4)The clearer functional positioning of technology providers in the external environment of PITI,the more conducive to the development of PITI. |
