Under the conditions of economic globalization, competition is becoming moreand more intense and the speed of products upgrading is becoming faster and faster,under which the easily available elements can no longer enable enterprises to obtainlong-term competitiveness. To respond to this change, the enterprises engaged in thesame industry have chosen to gather at a certain location to achieve the goal ofsharing resources and complementing advantages so that industrial clusters haveformed, which can keep close links with the local area. Judging from the experienceat home and abroad, industrial clusters are playing an increasingly significant effecton the area of accelerating the development of small and medium enterprises,promoting the process of the industrialization, increasing local employment,stimulating the economic growth and maintaining social stability. Meanwhile, the21st century is era full of knowledge innovation, science and technology advances,and increasingly fierce market competition at home and abroad. It has been a newtrend that world economic is becoming global and regional economic is becomingintegrated. The practice of the development of industrial clusters has proved that itcan not only promote the competitiveness of industrial clusters, but also bring aboutthe effect of innovation from a cluster, which can further enhance the innovativecapability of the cluster.Dating from the1980s, the industrial cluster in China now has reflected themomentum of diverse type and extensive range of spatial layout. It has made anincreasing effect on complementing industrial structure, transforming the mode ofeconomic growth, accelerating the process of economic development, which haswidely attracted the attention of local governments. However, due to the late startingof industrial clusters in China, there is a certain gap compared with the internationaladvanced level of development, which restricts the development and prosperity of ourindustrial clusters in a degree. So the thesis has made some researches on the currentdevelopment of the capacity of collaborative innovation of industrial clusters.At first, based on the research of industrial clusters, the thesis expounds theresearch status of cluster innovation issues at home and abroad. Combined with the theory of collaborative innovation of industrial clusters, the thesis studies and definesthe concepts and characteristics of collaborative innovation of industrial clusters,which further clear out the relationship between industrial clusters and innovation.Secondly, from the perspective of time and space, the thesis analyzes of theprocess of development of industrial clusters in China. Based on this research andcombined with the foregoing definition of collaborative innovation of industrialclusters, the thesis analyzes the development status of collaborative innovation ofindustrial clusters in China from perspectives of the principal subject and the abilityto support collaborative innovation of industrial clusters respectively. Then the thesisputs forward some practical countermeasures and suggestions to boost the promotionof in China, which covers the range of government, intermediary organizations andenterprises.Finally, combined with the main factors influencing the capability ofcollaborative innovation of industrial cluster, the thesis designs an indicator system toevaluate the capability of collaborative innovation of industrial cluster respectivelyfrom three dimensions: the capability of the principal subject, the ability to supportcollaborative innovation and performance achievements. The evaluation indicatorsystem covers the range of government, intermediary organizations and enterprises.Then an empirical study is given to justify the model systematic and scientific.
