Research On The Enhancement Path Of Competitiveness Of China's High-tech Zones From The Perspective Of Industrial Clusters

The success of the "Silicon Valley" stirred up a spree of high-tech zone in the world.China also began to explore the construction of the high-tech zone in 1988,and established the first Chinese high-tech zone in ZhongGuancun of Beijing.After more than 20 years of development,the number of national high-tech zones has reached 114.On the one hand,the success of high-tech zones bring a steady stream of technology,talent and other resources to the regional economic development;On the other hand,it plays a leading role in promoting the process of marketization and economic transformation.However,with the higher demands of the new economic norm,the challenges from the outside market and the internal structure are not constraining the further development of China's high-tech zones,which makes the construction of high-tech zones expose more and more problems.In the face of the current development dilemma,it is necessary to study how to improve the competitiveness of high-tech zones.This article will be based on this.As the carrier of industrial clusters,the competitiveness of high-tech zones is manifested through the competitiveness of industrial clusters,so this paper intends to study the competitiveness of high-tech zones from the perspective of industrial clusters.Through the analysis of the relevant theories of industrial cluster and high-tech zone,this paper constructs the basic research framework of high-tech zone's competitive upgrading route and the comprehensive evaluation system of high-tech zone competitiveness.The paper analyses the influencing factors of the competitiveness of high-tech zones and then combined the advantages of industrial clusters to study how does the advantages of industrial clusters and the enhancing of the competitiveness of high-tech zones link.Through the research,it is found that the industrial cluster has the advantages of network organization advantage,learning innovation advantage and social capital advantage,and influenced the competitiveness of hi-tech zone with the cost effect,cooperation complementary effect,external economic effect and technological innovation.According to the domestic and foreign scholars on the competitiveness of high-tech zones evaluation indicators,this paper has built a level of four indicators(respectively,technological innovation,structural optimization Capacity,international competitiveness,sustainable development capacity),two indicators of twenty evaluation model.In the empirical part,through the evaluation of the competitiveness of China'shigh-tech zones,we can see that the international competitiveness of the sub-indicators of the largest weight,Beijing ZhongGuancun,Chengdu high-tech Zone,Hefei high-tech Zone,Shanghai ZhangJiang comprehensive development level in the top four.Through the system cluster analysis,it is found that most of the high-tech zones in our country are still in a weak position of development,and the high-tech zones with better development are less than 1/10 of the national high-tech zones.How to improve the competitiveness of China's hi-tech zones is imperative.The high-tech zones in the first and second and third categories are mainly distributed in the Yangtze River economic zone,the Pearl River Delta,the Beijing-Tianjin-Hebei economic circle and the economically developed cities in the middle and lower reaches of the Yellow River.In the fifth chapter,through the analysis of the path of several successful high-tech zones in the world,the author summarized the factors that affect the success of the high-tech zones.Taking into account the poor development of high-tech zones will generally experience a complete stage of development,this article from the integrity point of view put forward eight ways to enhance the competitiveness.
