In the early period of 1990s, China began to establish high& new -tech zones, however the 54 national high & new-tech zones' development certainly is not balanced, National high-tech zones' "11th Five-Year" development planning framework proposed our national high &new-tech zones to be developed into "three parks". How to hold the historical opportunities and make full use of their advantages conditions to improve competitiveness, and realize set goals is the key point which this article studies for the late-developing high &new -tech zones.In this paper, firstly the economic development level of China's 53 high & new-tech zones was weighted by factor analysis and cluster analysis with the eight major economic indicators data in 2006 and reached its comprehensive ranking quantitatively, accordingly defines the scope of the late-developing high &new -tech zones. Then giving a analysis of the competitiveness situation of late-developing high &new -tech zones status from the geographical location, the ability of independent innovation, the innovation talent, the support of government, the business service environment, the brand equity and other aspects, concluding that the late-developing high &new-tech zones show competitiveness in certain areas, but lack of integrated competitiveness. Then deeply discussed the competitiveness enhancement mechanism of the distinctive industrial cluster to the late-developing high & new- tech zones. Therefore, it's so necessary for last-developing high & new-tech zones to nurture distinctive industrial clusters. This article structure "the new diamond system" based on Porter diamond system and innovation theory as a theory action guide to nurture distinctive industrial clusters. At last, applying the theory and method to high &new-tech zone of Zhuzhou.
