Shengli Oilfield business is mainly divided into exploration and development of petroleumengineering and community service. In recent years, with the reform of Sinopec Shengli Oilfield and thedepth of professional, community service plate as functions of headquarters of oil field exploration anddevelopment is increasingly clear, to do fine and community service, community sustainable developmentput forward higher requirements. In order to adapt to the new situation of Sinopec Shengli oilfielddevelopment and reform, further optimize the internal management of Xianhe community need to belong tothe field of community service sector, improve the management level.Based on the related literature in the performance assessment of the first of the Shengli Oilfield,Xianhe community unit and business functions are briefly introduced in this paper, the unique managementcharacteristics and performance of Xianhe community formed because has the attribute of the enterpriseand government property examination features in-depth analysis. Then according to the theory ofperformance appraisal, performance appraisal of Xianhe status of community and problems were studied,summarized the causes of the problems, to clear the outcome, assessment and process assessment ofqualitative and quantitative performance appraisal work. In the leading basic thought of the performanceevaluation, combined closely with the Xianhe community work reality, proposes the new performanceappraisal system to establish and improve the management performance, service quality assessment,management target and object of service evaluation as the main content, and to develop specific measures.Management assessment and service quality assessment using the behavior anchor evaluation method,through the selection of indicators will work behavior qualitative or quantitative, given the correspondingweights and scores to the assessment of the project management goal scoring; assessment is divided intotwo parts, the basic unit of evaluation by using key performance index, the units of the communityperformance evaluation is simplified as several key indicators of assessment; the introduction of the360evaluation method of department assessment, by subordinate units, departments of the same level and thesuperior leadership evaluation score of the Department’s work performance, the maximum extent reflect theDepartment authority work; service object evaluation mainly through the improvement of residentssatisfaction questionnaire and perfect channel residents complaints, to build a platform for interaction withthe service object..
