As a labor and customer intensive business services,in the face of increasingly fierce market competition, industry competition,enterprise human resources’ comprehensive quality directly affect the enterprisecan win, win development, how to use a set of effective scientific humanresources management system to promote enterprise every staff’s compre hensivequality is the current enterprise human resources departments must consider theissue, while performance management is the human resources management animportant component of the system is to enhance business each and every staffcomprehensive quality the important means.This article is in the research of Heilongjiang post express logisticscompany performance management system on the basis of existing problems,combined with the actual situation of enterprises in transformation period and thenew methods of performance management, combing the existing performancemanagement index designed to adapt to the current Heilongjiang Courierpostlogistics company performance management system, just in the transition periodof the Heilongjiang postal service express logistics companies to provide a set ofeffective basic human resource management method, the effective realization ofbasic level to optimize the allocation of human resources, the most effective playthe role of grass-roots staff, eventually achieving a speed of Heilongjiang postaldelivery logistics company’s development to provide the most powerful supportbase.
