In recent years, with the deepening and completion of the socialistic marketeconomy system, and the accelerating of the economic globalization, competitionsamong domestic enterprises are increasingly fierce. Under the harsh competingcircumstance, how to constantly improve the enterprise performance and competitive-ness of domestic enterprises has become a crucial subject.As the core element of enterprises’ Human Resource management, performancemanagement has become an important means to optimize and utilize Human Resources,to fully mobilize the enthusiasm of employees’, to cultivate the core competitiveness.Thus, research about the enterprise performance management(EPM) is of greatsignificance to improve the performance standards and promote the realization of theenterprises’ strategic goals.This thesis featured Sinopec Maoming Ethylene Company, which is the firstdomestic ethylene production base with an annual production of one million tons, as thestudying subject. According to EPM principles and combined with domestic EPM status,the thesis comprehensively analyzed the actual situation of the EPM, and found out themain contradiction and problems within the EPM. Aiming at the contradiction andproblems, the thesis persisted in starting from the enterprises’ strategical goals, usingthe EPM principles and methods, combining with the enterprises’ actual situations, andthen raised up the thought of constructing an EPM system based on Key PerformanceIndicator(KPI). During the system construction, the thesis worked on the definition ofthe KPI ranking from the enterprise level to the department level and then to the postlevel, worked on the setting of the KPI weighting and performance criteria, re-optimizedand re-improved the current EPM system, and thereby formed an EPM system moreeffective and closer to the enterprises’ reality. Hereby the thesis discussed about theimplementation measures of the EPM system based on KPI, and raised up detailedopinions and suggestions regarding mainly on performance planning, implementationand assessment, responses and consequences application, and performanceimplementation safety measures. The emphasis of this thesis relies on the processing ability, operability,systematization ability and applicability of the EPM system based on KPI, and improvesthe implementation result by system optimization and complementation, thereby furtherarises the activity and initiative of the employees at every level and reaches the goal ofconstantly improving individual performances and performances of the enterprises. Thethesis will also promote actively the EPM implementation consequence of SinopecMaoming Ethylene Company and the realization of its strategic goal of forging SinopecMaoming Ethylene Company into a world class chemical enterprise.
