With the advancement of industrialization, our country economic development steps intothe "bottleneck" period, which means resources and environment seriously restrict the rapidbooming of economy.To immediately change the pattern of economic development,developing circular economy is the top priority to realize new industrialization. Ecologicallyindustrial park as the realization of circular economy in the medium level carrier got fastdevelopment and the industrial park emerges endlessly since reform and opening-up.However, along with a lot of problems gradually revealing, industrial park vigorouslypromotes local economic development at the same time and have a huge impact on the localenvironment, for example the internal industrial pollution is more serious.Xinjiang is an inland arid region that atmospheric water vapor content is seriously lowand the average annual rainfall of146mm.Natural condition in Extremely arid region is verybad. The average annual rainfall is around50mm and available one-off energy is scarce. Thisregion is China’s important energy base for nation and Xinjiang assuming the task of energydevelopment and energy products in raw, and acts as quality cotton, grain, and fruitproduction base.Local government also realized that circular economy is the inevitable choiceof sustainable development of the local economy.As with the surging number of industrialparks, running comprehensive evaluation on industrial park is the need to explore thepattern of industrial park and understand the importance of various factors on the constructionof ecologically industrial park as well as park management and decision provides the basis.The aim of this article is to seek a set of reasonable and scientific evaluation system forcomprehensive estimation of Xinjiang local industrial park.First of all, the theory of circular economy and ecologically industrial park, theecological features of arid region in Xinjiang and the present situation of industrial somestatistical description are presented.Second, this article lists some famous ecologically industrial park, and reviews Chineseand foreign scholars on the research of the evaluation system of industrial process.Finally, refer to mature industrial park evaluation method and propose the method andstandard for evaluating ecological industrial park in this paper is suitable for dry areas inXinjiang, namely the AHP fuzzy comprehensive evaluation method.This main research of this article can be reflected in: (1) Consider multiple set of index system, eventually select a set of index system suitablefor dry areas in Xinjiang;(2) Apply the AHP fuzzy comprehensive evaluation method to industrial parkcomprehensive evaluation;(3) Establish the rating criteria, results of research as well as statistics, and apply AHPfuzzy comprehensive evaluation method to turpan and trafigura heavy eco industrial park.
