And Eco-industrial park as the concrete practice of circular economy at the regional level, apply the thought of sustainable development and environmental conservation to the construction and running of industrial system, establish close contact with economic benefits, establish "producers, consumers, disintegrator circulation path in the industrial system through simulating the natural ecosystem, thus form an interconnected and harmonious industrial ecological system, finally realize closed circulation of material, multilevel utilization of energy and "zero" waste emissions, make each country compete to explore Eco-industrial park construction.First, this paper elaborate the background and theoretical basis of this study, summarize the research status of Eco-industrial park, tease the related theoretical basis of this study systematically; Define the related concepts of ecological industrial park and the ecological industry chain, summarize the present construction situation of Eco-industrial park both here and abroad, summarize the enlightenment on Eco-industrial park construction in our country after analyzing the industrial chain of typical Eco-industrial park both here and abroad. Then the paper put forward the general design principle and basic idea of Eco-industrial park evaluation index system, using the analytic hierarchy process to construct the Eco-industrial park comprehensive benefits evaluation index system on the basis of considering the main characteristics of Eco-industrial park, and then build the fuzzy comprehensive evaluation model for Eco-industrial park comprehensive benefits evaluation. Finally, the paper use the above Eco-industrial park comprehensive benefits evaluation index system, the evaluation model and evaluation standard to evaluate the comprehensive benefits of Taiyuan Economic and Technological Development Zone so as to master its ecological industry development situation, find that it has a lot of problems in ecological industry and Eco-industrial park management; Based on this, on the one hand the paper point out the maladies of the existing industry chain in Taiyuan Economic and Technological Development Zone through analyzing the existing industry chain, and propose advice to optimize the industrial chain inside Taiyuan economic and technological development zone based on the analysis results; On the other hand, the paper puts forward the countermeasures to improve the management level of Taiyuan Economic and Technological Development Zone.
