For a long time, the health supervision model, largely focused onpunishment, has been not fit that the restaurants have developed more and morerapidly, and the task of health supervision is increasing. So the supervisory boardmust find a long-term mechanism to manage the restaurants to ensure foodsafety.The food safety supervision of the restaurants in Harbin is facing a serialproblems,such as incomplete supervision covering surface、 insufficientsupervision frequency, low punishment vigor ect. Main reasons include limitedhealth supervision force、 health supervisor with low inner quality andunscientific performance appraisal system. So Harbin supervisory board ofrestaurant food safety must build a new supervision model to resolve theproblems.In this paper, at the first it introduces the background for making this paper、the concept of food safety and health supervision、research status in China andabroad and also gives the main structure of this paper. In the second part, byintroducing the actualities of restaurants food safety, we clarify the current statusof the food safety health supervision in Harbin and the problems existed, at themeaning time we make these problems for further analysis. In the third part, itconstructs a new model of restaurants food safety health supervision and therebuild supervision model is fits the current status in Harbin. On the base of thethird part, we elaborate the conditions which can promote carrying out therebuild supervision model. At the end of the paper we summarize my work..
