Since the beginning of the21stcentury, with the sustained development of privateenterprises in Heze City and the changing of their environment, how to explore new theoriesand new approaches of talents management in Heze private enterprises energetically (basedon the era and cultural background of their existence and development) has become abrand-new research topic presented to relevant researchers and enterprise managers by theknowledge and economy era. The rapid development of Heze private enterprises has not onlyenhanced the management level of scientific talents in local private enterprises, but alsotriggered new challenges. Introduction of scientific talents and the stabilization of theirwork have become two common problems at present for private enterprises in Heze in theirmanagement of scientific talents. These two problems have evidently been reflected on thelack of attraction for scientific talents of high quality and on the urgent needs of seniorexecutives and top scientific talents in private enterprises in which the production processesrequire higher scientific technologies.Commonly adopted theories and tools for development and management of humanresources are applied in this paper, and talent development is explored combined with thepractical conditions of XW group in Shandong Province. Specific data sets like core talentratio among talent resources, ratio of talent utilization, conditions for staff’s exertion ofcompetence, staff training expenditure and so on for XW group in Shandong Province arecollected through sampling survey towards employees of the enterprise and issuingquestionnaires and making comparisons and summary analysis of the questionnaires. Withthese data sets problems in the core talent development of XW group are discovered. In thispaper, specific solutions to solve these problems are proposed, which are of positivesignificance for the talent development strategy and enterprise sustainable development ofXW group in Shandong Province.
