Innovation is the driving force of the national development and prosperity.With the advent of economic globalization, technical innovation is becomingthe core of national competitiveness. The Party’s fifth plenary of sixteensession put forward the major strategic thinking of building aninnovation-oriented country, as well as Fujian province regards the innovationcapability enhancement as the support for Western Shore Economic Zone,and proposes to build itself into an innovation-oriented province. Technicalinnovation capability can be divided into four parts: enterprise, regional,industrial and national innovation capability. Manufacturing belongs to the SecondaryIndustrial, which is the basis of national economy and the important indicator ofa country’s overall innovation capability. Therefore, it is very important practicalsignificance to evaluate the national and Fujian province’s technical innovationcapability.Firstly, this paper describes the Manufacturing-related industry theory, aswell as the relation of Manufacturing’s development and technical innovation,and then analyzes the constituent elements of Manufacturing innovationcapability, which are innovation investment, innovation manufacturing,innovation environment, innovation output, innovation transfer capability.Secondly, through the indicator data’s collection, make the evaluation systemof Manufacturing.Secondly, build dynamic evaluation modal and dynamically evaluate thenational manufacturing technical capability and compare the key industries’technical innovation in Fujian province with the national average level. Finally,propose some policies and suggestions to improve overall innovationcapability in Fujian province.
