With the process of global economic integration development, the competition of companies is focused increasingly on the level of technology innovation. The level of technical innovation has become one of the most important factors that decide whether company can win in the market. And this can help company to keep long-term competitive advantage in the market. The equipment manufacturing industry, as the basis industry of the national economy, maintain the competitive advantage in the market mostly through the technical innovation. Since the reform and opening up, China has always attached importance to the equipment manufacturing industry and the construction of technical innovation system. China put the development of the technical innovation system as one of most important tasks in "the11th Five-Year Plan" and "the12th Five-Year Plan". Focusing on the reform and development of Shanxi Province, equipment manufacturing industry in Shanxi plays a pillar role, which is beyond doubt. And the technical innovation of equipment manufacture industry are of great significance in the sustainable development of equipment manufacturing industry or the reform and development of Shanxi. Under the drive of multiple factors, research on technical innovation capability of equipment manufacturing industry, and how to enhance the capability of company’s self-innovation scientific and reasonable is meaningful, whichi is not only for the theory of technical innovation research has the important theory significance, at the same time for enterprises to realize its economic value has important realistic significance.Throgh dynamic research perspective, this paper research and evaluate the technical innovation of equipment manufacturing industry from the horizontal, vertical two aspects. First, this paper summarizes arguments of the predecessor in the technical innovation and the related evaluation theory achievement. With a deep understanding of these achievements, this paper elicite and excavate the concept of the sustainable and leading degree of technical innovation. Through comparative analysis, this paper establishe the measurement method for the sustainable and leading degree of technical innovation with the effective use of mathematical knowledge. Secondly, combined with the the current situation analysis of equipment manufacturing industry in Shanxi province, this paper use improved DEA evaluation model to complete the establishment of the evaluation index system from the input and output perspective.and then complete the evaluation model in equipment manufacturing industry’s technical innovation of Shanxi. Finally, using the established model of equipment manufacturing industry’s technical innocation in Shanxi Province, this paper analysis the statistical data of six sub-industries from2006to2010. Through the results of empirical analysis, this paper give the relative suggestions for equipment manufacturing industry of Shanxi Province.The innovation of this paper is that it build a evaluation mode of equipment manufacturing industry’s technical innovation in Shanxi, and provide some reference for maintaining the level of technical innovation. The DEA model is improved by using the coefficient of variation to choose weight of the index. Using the improved DEA model, this paper analysis the technical innovation’s sustainable and leading degree of equipment manufacturing industr in Shanxi by the statistical data from Yearbooks of Shanxi.
