With the competition of electronic product market more and more severity, and therequirement continual changing, enterprise’s profit is being compressed enormously,manufacturing is facing challenge never have of before. How to quickly response marketchange become the key of enterprise getting victory in fierce market competition. As an OEMof hard disc parts X electronic enterprise is also facing the same problem, whether the processof IE department capacity planning business is scientific and high efficiency is the key factorfor enterprise quickly response market changing.Business process reengineering(BPR) as a fresh theory become the most effectivemethod and way for process optimization. This article base on internal and externalenvironment of X electronic enterprise and the current status of IE department capacityplanning business, through deeply research on BPR relative theory and knowledge, to find themethod and technology tools and key successful factor, which are suitable for capacityplanning business process optimization of X electronic enterprise IE department; throughASME method to diagnose and analyze existing problem and cause for IE department currentcapacity planning business process, then find the key problem: superfine responsibility forcompany internal and rigid organization structure and complicated procedure and longapproval process, which cause many times hand over among departments and many repeatedactivities and long waiting time and slow and free-running capacity planning process anduntimely and unsmooth information transfer and few effective working time of Line-IEengineer. through ESIA method to dissect current process, then offer process optimizationproposal:1. Establish the matrix organization called D2-PE to reduce the process repeatedand waiting time of capacity planning business,2. Simplify job request of each department toreduce the approval loop and save the loop and time of procedure activity,3. Combine theprocess and job which contents’ essence or principle is same or similar,4. Establish theD2-PE system to reduce more manual operation and to expedite information transfer.Through offering a series of safeguard for optimization proposal of capacity planningbusiness and estimating the effect, the research objective is achieved basically, the lead timeof capacity planning business is shortened, so the enterprise operation efficiency is put up,and IE department manpower input on capacity planning job is reduced.
