Currently, the competition of the market economy is increasinglybecoming larger and larger. A modern enterprise human resourcedevelopment must take advantage of its competitive potential. Modernhuman resources to improve the competitiveness of enterprises as a key forcein promoting enterprise development process, back to the increasinglysignificant role. How to give full play to the potential of the human resourcesis necessary for enterprises to establish a scientific and reasonable employeeperformance appraisal system. Developing appropriate measures to ensure itsimplementation will be an important issue for a modern enterprise humanresource management, but also deciding the development of the long-term.This article first briefly describes the background and significance fromthe research.The performance appraisal based on related concepts, and thenthe research object belongs to define the characteristics of the water supplyindustry. Then combine the basic situation of Hengyang Water SupplyCompany of its existing staff performance appraisal system status analysis,the use of questionnaires, interviews to understand the attitudes and opinionsof staff appraisal system, the existing performance appraisal system toidentify problems and analysis of the underlying causes of the problem. Thenaccording to the actual situation, the use of360-degree performanceappraisal method, management by objectives, key performance indicatorscombine the three assessment methods, designed a staff performanceappraisal system, and on the use of assessment results maderecommendations, finalized the safeguards assessment system implementedby the staff expected to promote enterprise performance appraisal system apositive interaction with the staff, enhance the company’s human resource management, development strategy to achieve the company goals.
