As a strong method for company to realize its strategy and improve the comprehensive strength, performance appraisal has been attached much more attention by most managers. However, in practical operation, because the performance appraisal system falls short of the specification, many enterprises just consider it as a “cover” for achieving a whole management system. The performance appraisal does not give full scope to its function. The paper takes ZX Company as research object, which is an enterprise both in charge of property management and supply of water, electricity and heating. With the deepen reform of SOEs, the original performance system can't meet the requirements of present reform. Therefore, it is urgent for ZX Company to modify its performance appraisal, so as to regulate internal management, improve comprehensive strength and promote realization of strategy goal.The paper profoundly analyzes the current situation of performance appraisal in ZX Company with the help of related theories. Based on questionnaire, the paper points out serval problems: narrow scope of appraisal objects, little participation by all employees, lack of scientific of performance appraisal indicator, little connection between appraisal and income distribution, no policy support and so on. Thus, according to the above problems, the author uses BSC(Balanced Score Card) and methods of key performance indicator and target management, optimizes the procedure of performance appraisal management, indicator and weight and then implements the scheme based on construction of organization, information, incentive system and enterprise culture. The paper has proposed a set of optimized performance appraisal system with specific goal and feasibility, and provided guidance for performance management.
