ABSTRACT:In the economic globalization environment full of competition in complex, enterprises are facing all kinds of competition and challenges, constantly improve their own strength is proposed for each enterprise the most basic and core requirements. Enhance the strength of the enterprise, is the key factor of enterprise core employee competence. How to mobilize and exert the enthusiasm of the employees and the subjective initiative, how the enterprise human resources management, especially performance management which makes strategic objectives, targets and employee agree, is an important research topic in human resources management. Scientific and reasonable performance management system is necessary.This paper takes E company as the research object, based on the performance management theory study and research on E company’s actual situation analysis, design KPI performance management system based on BSC for E. Whole paper is divided into four parts, the first part mainly introduces the related theories of performance management, research and development and performance management theories at home and abroad, analyzes several typical performance management tools, and compared their advantages and disadvantages. The second part analyzes E company’s profile, organizational structure and human resources, present situation of performance management such as content analysis, studies and summarizes the existing problems in the performance management of E company, the fuzzy and deviation of performance management objectives is the most core, the most fundamental problem. The third part is the main strategy of E company as the starting point, with the actual situation of the company, a clear design ideas, design work on the performance indicator system. Method of the Balanced Scorecard and key performance indicators used in combination, determined from the application and index of company BSC, to gradually split department level indicators, the staff level indicators, and finally the index weight, design the complete performance index system for E company. The fourth part covers the entire process from the performance management’s implementation plan, specific implementation steps, communication and counseling mechanism establishment, the evaluation result’s feedback and application to the continuous improvement of the performance management, the integrity of the E company’s performance management system in the implementation process, at the same time in order to effectively safeguard the implementation effect, E also sets the special organization and optimization mechanism. To ensure that the performance management can be truly implemented, and play incentive effect and target oriented role, and fully mobilize the employees’ the vitality of work, so as to ensure the realization of the strategic goal of enterprise.In a word, this paper studies the performance management’s related theory and literature, in view of the current situation of performance management in E Corporation is analyzed deeply the problems. On the basis of summary, combined with E company’s strategic development goals, design a set of suitable for the company management needs of the BSC oriented performance management system for KPI. The separation and determination of departments’ indicators is the emphasis and difficulty in this design, this paper especially for collaborative work between departments to determine the cross index analysis of specialized research. Finally, the performance management system has a good application effect in E company. Hope that this study can provide some reference for other types of small and medium enterprises.
