Research On Evaluation Of EPC Project Procurement Performance

ABSTRACT:In recent years, the engineering general contract in international project is developing very quickly. It is widely used in the field of construction projects of high-rise buildings and large industrial projects, and it has become the main mode of implementation of project contracting. Procurement as the core part of the EPC project, in the logical relationship between the design, procurement, construction procurement, procurement is in a central place as a core link, directly influences the engineering, quality, cost and the general contractor’s economic benefits,it is necessary to evaluate the performance of EPC project procurement activities.To study this thesis from two lines of the evaluation indicators and evaluation methods. For the system of evaluating indicators, based on the related theory of research about performance evaluation and purchasing, and combined with the characteristics of EPC project and procurement activities, starting from the effective indicators and efficiency indicators, we can refine evaluating indicators, proposing the system of indicators that the performance of EPC project procurement, which contains the eight aspects of price, cost, quality, time, satisfaction, integration, personnel and management. According to the characteristic of procurement performance index of EPC project, to ensure consistency of procurement performance evaluation indicators and evaluation period and make the evaluation results more basis, we set the performance evaluation of the assessment period for engineering division. For the evaluating methods, after comparative performance evaluation in existing methods, analysis its strengths and weaknesses, and combined with the purchase index information incompleteness, we gray comprehensive evaluation method to evaluate the use of EPC Project Procurement Performance. The evaluation methods and evaluation are combined to construct EPC project procurement performance evaluation model. Finally, case studies of different segments EPC project engineering procurement performance evaluation and analysis of its procurement performance is good or bad for the leadership to provide the basis to make the appropriate decisions. In this paper, the grey comprehensive evaluation model is applied to the evaluation of EPC projects procurement performance, the segment is set to assessment and evaluation of projects for EPC projects to improve the overall efficiency of a new idea.
