| Costal reclamation is one of the most important way to the development andutilization of marine resources. In recent years, with the rapid development of thecoastal economic.The land reclamation activities present a higher and higher level ofintensity, which is wider, larger and faster. This makes the formation of"Reclamation Hot". But in view of the current status of the extensive use, it isnecessary to carry out strict examination and approval, strengthening the role of thegovernment’s macro-control, strengthening the administration of sea areas, whichrequires for developing detailed, rigorous, operational control indicators to differentregions and different types of projects. However, most of the research has focused onqualitative stage, the methods of quantitative management has yet to be studied.This article locates in the study of the application method involved inmeasuring the control indicators, putting to conservation intensive use of marineresources as the cut-in point. It takes the construction project located on thereclamation of Hebei as an object of Study, combineing with the use of thecharacteristics of marine utilization and the practical needs in the governmentapproval procedures, study from this three facets: establish the control indicatorsystem, selecting the methods of inspecting and eliminating the outliers and themethods of calculating the index.The main obtained conclusions are as follows:(1) Integrating the composite method, frequencies and expert consultationmethod, it has built the system of controlling indicators of construction project inHebei, in connection with different types of sea area use of the sea and the needs ofgovernment approval, selecting investment intensity, plot ratio, coefficient ofbuilding occupation, the proportion of the administrative office and living facilities,the proportion of the reclamation into land, etc as controlling indicators, from fourrespects: intensity, structure, efficiency and scale.(2) The paper compares and analyzes the conditions and characteristics ofcommonly method of inspecting and eliminating the outliers. It aims at thecharacteristics of the survey data, by analyzing the raw data, then, selects methods of3,Dixon and Leap to inspect and eliminate the outliers. And it also validates the applicability and feasibility of the leap method with data deficiency and no obviousnormality.(3) The paper leads to quadratic mean thoughts, and builds quadratic meanmodel, based on intensive and controlling principle. And by empirical test, the studyverifies that secondary control indicators mean thinking in the development processis operability.(4) The paper establishes the system of controlling indicators measurementmethod for the construction project, from the perspectives of data survey methods,inspecting and eliminating the outliers methods and index value calculation methods. |
