With the gradual deepening of China’s financial reform and opening up of financial markets, domestic commercial banks are facing their own internal and external competitive pressures, it’s urgent to develop a performance management system for improving organizational performance effectively, and enhance the competitiveness of enterprises, so that the surviving and success would be possbile.Performance management which plays a significant role, is a product of the development of modern human resource management, and gradually become the main content of it. It can effectively promote the core competitiveness of enterprises and help to achieve overall strategic objectives. Performance management process is a continuity of identification, assessment and development of individual and team performance, it make individual to be consistent with the strategic objectives of the organization. Well-operating performance management could be conducive to the healthy circulation of enterprise human resources system, be helpful for personnel hiring, training, and get a reasonable flow of talent, motivate employees to maximize individual value and so on.In this article, it begins with the four misunderstandings of performance management, then it explores the meaning of individual-level employee performance management, composition, sifnificants and introduction of several commonly used performance management tools. According to the specific circumstances of our current commercial banks in which performance management has its problems and causes, it explains how to design the performace management system which is strategic, daynamic and developing from four aspects including performance management objectives, performance management evaluation system, performance management operation, performance management organization.This article also demonstates the specific implementation of performance management in Provincial Branch B of A commercial bank. It detailed its design ideas, procedures and methods, implementation of key points, initial results have been achieved, to elaborate its feasibility and necessity, and its practical significants that would have.This research aims to clarify the concept of performance management, on the base of it, develop the designing ideas of performance management system in commercial banks and explore the feasibility of concrete practice of it. It could play a reference and guidance to Business Administration researchers, managers of commercial banks and other financial industry professionals, etc..
