With the rapid development of our country’s economy, the commercial real estate industry has made large progress, thus leading to more fierce competition and shrinking profit. So it is of high importance to attach great importance to cost control and the improvement of the efforts in order to achieve good benefits.Firstly, this paper analyzed related concepts and theories of the pre-bid cost control of commercial real estate projects. Through statistical surveys, the article summarized the cost control problems in pre-bid phase of commercial real estate projects. Then phase by phase, the key factors of cost control were explored, and the fuzzy comprehensive evaluation method was used to evaluate the influence of key factors on the pre-bid cost control of commercial real estate projects. Finally, appropriate cost control measures were implemented according to the key factors of cost control, and the cost control of Shenzhen Bay Technology Eco-City project was analyzed as an example. This article mainly focused on theses as follows:(1) Problems of cost control of commercial real estate projects exist in decision stage (many uncertain factors, indifference to investment estimation and so on) and plan and design stage (lack of design optimization, perfect cost control rules and regulations and so on) were revealed through detailed analysis of current situation of our country’s pre-bid phase of commercial real estate projects.(2) It was through questionnaire and key interviews that the influence factors preliminarily determined were analyzed in detail. Construction schemes, investment estimation, financing plans, predict of basic data, levels of design competition, design technology files, design control standards and design scheme were confirmed as the key factors in pre-bid phase of commercial real estate projects based on the20/80Principle. And it was proved by the fuzzy synthetically evaluation method that the key factors exert enormous influence on cost control of pre-bid phase of commercial real estate projects. (3)Cost control measures for project decision stage (sufficient market survey, comprehension of the relevant industry policies and regulations, etc.) and plan and design stage (design bidding, grasping the key tache control, etc.) were respectively established according to current situation of our country’s pre-bid phase of commercial real estate projects and the key factors analyzed above.(4)The cost control of Shenzhen Bay Technology Eco-City project was analyzed as an example, which put theory into practice, completed and supplemented the study of the pre-bid cost control of commercial real estate projects.
