Study On High-Speed Railway Cost Control Of Total Cost Management

Nowadays high-speed railway project cost control has become the main focus of investors since the rapid development of Chinese high-speed railway.There are three phases to control the high-speed railway project cost from macro to micro perspective. First, investment decision-making stage is the source of the entire project cost management, therefore scientific decision-making is required. Second, design stage is the basis for the entire project cost management so the optimize comparison is needed. Third, construction stage is the essential for project cost management, needed to plan carefully. Therefore, high-speed railway project in three phases of construction cost control will reduce the project investment significantly.This paper did the follow discussion based on the existing research achievement.1. In the main content and system, this paper engages an analysis on administration of railway project cost budgeting management, and describes the existing railway construction cost management. Then it does a system analysis on the bases of basic concepts, relevant laws and impact factors.2. This paper analyzes the investment decision-making stage's impact, main influencing factors and assurance measures to the project cost. Then, the uncertainty of the railway construction projects were analyzed, mainly from its role, methods and uncertain factors. Finally, the analysis to railway construction project in the economic evaluation is conducted, and new challenges in railway construction evaluation is discussed.3. This paper does a systematic analysis on cost estimate preparation and review. It talked about the significance of the preparation, main content and existing problems and causes, management measures and recommendations to improve the design quality. In the end, it uses value engineering methods to analysis and optimize the design of high-speed railway construction project.4. This paper also discusses the definition and content of cost control in construction. It analyzed the reasons for cost out of control in construction, the cost control methods in railway construction. At last, it gives out some suggestions for cost control in order to ensure the cost stays with scope of proposed.High-speed railway construction is rapid developing on current period. The investment is huge and the schedule is tight. It's highly demanded to have an advanced cost control of railway constriction. This paper studies the high-speed railway construction cost control and has certain practical significances.
