The Research On The Coordinative Development Between Society-economic-water Resource-water Environment (SERE) In Huaihe River Basin Of Henan

As a link of river basin, river is surrounded by cities. Cities are connected as aunified system from up and down of river. With expansion and development of city’seconomic， the conflict between social， economic， water resource and waterenvironment is constantly. How to crack the problem of coordinated developmentbetween social,economic,water resource and water environment and how to promotecoordinated development in cities of river basin are needed to solve for sustainablecoordination development. Henan province is the upper reaches of the Huaihe RiverBasin. Its level of economic development is not high, large differences exist in urbandevelopment, urbanization rate is low and food production is a heavy task. Morepressure will arise between economic development and environmental protection withthe development of industrialization, urbanization and modernization of river basin.So the research between society，economic，water resource and water environmentin Huaihe River Basin is particularly important, which is of practical significance.This paper studies the coordinated development of compiex systems at home andabroad in review status and shortcomings,with guidance of the theory of coordinated,index system of coordinated development of Huaihe River Basin of Henan is built asSocial-Economic-Water Resource-Water Environment composite system (SERE) byfrequency analysis, theoretical analysis and correlation analysis. Through comparisonof the advantages and disadvantages of evaluation model between economic andenvironmental development, coordinated development model fitting for the watershedis choosed. With target value determined, coordinated development model is used toassess the coordinated development of watershed and nine provincial cities. Based onthe evaluation of the coordinated development of basin, identify key restriction factor,proposed the development of countermeasures to coordinate the corresponding.The main conclusions were：（1）The coordinated results of SERE in Huaihe River Basin of HenanThe evaluation results show that the river basin is becoming gradually from thelow-mild coordinated development to median Interim-weakly coordinated development. Presents the overall upward trend,but there is still a large gap from thehigh coordination.（2）The coordinated results of SERE of nine provincial cities in Huaihe RiverBasin of HenanIn2012①The comprehensive development level of T:comprehensivedevelopment level of the provincial cities are in a stage of development.②The degreeof coordinated development of D:the first category of coordinated development ofhigh quality do not exist,the second category of moderately coordinated developmentonly has Zhengzhou,the third category of weakly coordinated development only hasXuchang, The fourth category of mild disorders development has five cities includingPingdingshan, Luohe, Shangqiu and Zhoukou and Zhumadian,the fifth category ofmoderate disorders development has two cities including, Xinyang and Kaifeng.③T he coordinating development types: Zhengzhou is the highest,as mid-moderatecoordination,there is still gap from the highest coordination development.④Thecoordinated development of upstream and downstream:coordination developmentlevel of the upstream of shaying river basin upstream is higher than other subbasin.According to the river,coordination development level of the upstream cities ishigher than the downstream cities.（3）The coordinated development pattern of SERE composite system of thenien cities in Huaihe river basin of Henan①The cities are divided into four grades:Zhengzhou,Luohe belong to the type ofsocial and economy more developed than water resource and water environment；Pingdingshan,xuchang belong to the type of synchronous social and economy-waterresource and water environment;Xinyang,Zhumadian belong to water resource andwater environment more developed than social and economy.Kaifeng,Shangqiu andZhoukou belong to the type of poor water resource and water environment-lag socialand economic.②In addition of individual provincial cities,overall,the level of coordinateddevelopment of provincial cities showed a strong positive correlation.（4）Suggestions of coordinated development of SERE composite system inHuaihe river basin of Henan Combining experience with national policy-oriented of river basin managementand development at home and abroad, countermeasure and suggestions are proposedfrom four aspects, which include construction of the new urbanization, economicgrowth, water resources, water environment improvement. All of these are promotionfor coordinated and sustainable development of economic development andenvironmental protection of the river basin.
