| Industry plays an important role in the development of our national economy.Industry can determine the level of modernization of the national economy,the speed of the modernization process and the scale of modernization.Therefore,under the pressure of global energy shortage and high environmental pollution,the study of the green development of industry to the health of the economy and society,green,Sustainable development is of great significance.Huaihe River Basin spans four provinces in the central part of our country,natural,climate is suitable,coal and other resources are abundant,and the foundation of modern industry is relatively good.Therefore,the performance of industrial green development in Huaihe River Basin is evaluated,and the influencing factors are studied on the basis of which the green development of industry and the sustainable development of economy in Huaihe River Basin are studied.It is of great significance.First of all,according to the domestic and foreign research on the industrial green development performance evaluation and influence factors of the existing literature combing,from the industrial ecological economy theory,sustainable development theory,Under the guidance of the theory of eco-economic efficiency and the related theories of the factors influencing the performance of industrial green development,the research content and research direction of this paper are clarified.Secondly,from the point of view of the present situation of green development of Huaihe River Basin,the Huaihe River Basin spanned Jiangsu Province,Shandong Province,Anhui Province and Henan Province,a total of 38 cities across the region.Moreover,the number of industrial enterprises in each urban segment of the Huaihe River Basin,the total industrial output value above the scale and the number of industrial employees in each province all occupy a relatively high proportion.The industrial development of Huaihe River Basin plays an important role in regional economic development.At the same time,with the acceleration of the industrialization process,there are a series of problems in the green development of industry in Huaihe River Basin,namely,the pollution to the resources and environment is unprecedented,the industrial pollution emission problem needs to be solved urgently.The technological innovation ability of industrial enterprises is seriously insufficient.Thirdly,the evaluation index system of industrial green development is established.By using fuzzy comprehensive evaluation method,three-stage DEA and Malmquist index,the present situation of industrial green development in 38 prefecture-level cities in the Huaihe River Basin in 2016 is analyzed.Then,the paper makes a static analysis on the performance of industrial green development in 38 cities in the basin from 2007 to 2016,and finally makes a dynamic analysis on the performance of industrial green development in the past 10 years.The three methods have reached a relatively consistent conclusion: in Huaihe River Basin,the performance of industrial green development is higher in Jiangsu Province and Shandong Province,Henan Province is the third,industrial green.The lowest level of color development performance is Anhui Province.Then,the threshold regression analysis is carried out on the core influencing factors of industrial green development performance,namely,the level of regional economic growth,the internal structure of industry and the ability of scientific and technological innovation,and the fixed effect regression is carried out together with other non-core factors.The conclusion is that the ability of scientific and technological innovation has passed a single threshold test,and the level of regional economic development and the internal structure of industry have passed the double threshold test.The current level of regional economic development in the Huaihe River basin,the degree of opening to the outside world,will have a reverse effect on the green development of industry,while the proportion of high-tech industries and the level of scientific and technological progress will be reversed.The labor input in science and technology and the degree of environmental governance will affect the Huaihe River flow.Domain industry green development has the positive promotion function.In addition,in order to further study the spatial effect of the factors affecting the performance of industrial green development,the spatial Doberbin model is established and the spatial regression analysis is carried out.The conclusion is that the level of regional economic development has a positive correlation with the performance of industrial green development in neighboring regions,but it is not significant;the coefficient of the degree of opening to the outside world is positive,but not significant;the input of industrial researchers,The number of effective invention patents,the proportion of high-tech industries have a significant positive impact on adjacent areas,and there is a significant positive correlation between the degree of environmental governance and the performance of industrial green development in the surrounding areas.Finally,the basis of the study on the performance evaluation and the influencing factors of the green development of industry in the Huaihe River Basin,the paper respectively improves the level of scientific and technological innovation,optimizes the internal structure of the industry,constructs the incentive,punishment mechanism,and creates the green development atmosphere.In order to realize green and sustainable development of Huaihe River basin industry,and to establish and perfect the environmental legal system policy,the corresponding policy suggestions are put forward in the following six aspects: the cooperation mechanism among the regions in the structural basin,and the establishment and improvement of the
