At present, in order to improve the motivation of cultivated land protection, China takes more effort to encourage and support to carry out experiment on economic compensation for cultivated land protection. The economic compensation for cultivated land protection means the economic compensation for the externalities to whoever participates in the cultivated land protection.In one sense, the cultivated land protection can be viewed as a kind of public good, which has the attributes of non-excludability on profits and non-rivalness on consumption. On the issue of public goods supply, the traditional theory holds the idea that the government should be responsible, but the public choice theory holds the idea that government failure may occur. Then, for the kind of public good, how well do the government supply work, and whether the government can increase the effect of supply through private participation in it? This paper aims to conclude the supply mode of economic compensation for cultivated land protection, and to discuss the validity of complete supply by government and the possibility of private participation and the possible improvement.Firstly, this paper introduces and defines the relevant concepts and theoretical basis, then puts the emphasis on the theoretical analysis of the supply of economic compensation for the cultivated land protection.In this part, this paper analyzes the market failure and government failure in the public goods supply, and puts forward the possibility of private participation. Subsequently, by designing the supply model of economic compensation for the cultivated land protection, this study puts forward two hypothesizes. One of them is that the model, which is supplied by government completely, is usually limited and insufficient. The other on is that the model, which is dominated by government and participated by private, can improve the supply of economic compensation for the cultivated land protection.After that, this paper proves the first hypothesis by the policy of Chengdu and the policy of Foshan, and then prove the second hypothesis by the policy of Fujian and the policy of Xiangxiang.At last, this study comes to the relevant conclusion. First, there are two kinds of supply mode for economic compensation for cultivated land protection. Second, fully supply by the government is limited. Third, private participation can improve the supply of economic compensation for the cultivated land protection.Based on the analysis above, this paper puts forward the following relevant policy recommendations. Firstly, the government should encourage the private to participate the supply of economic compensation for the cultivated land protection. Secondly, the government can adopt the method of "joint liability" for the supervision. Thirdly, the land developer and the cultivated land grower should be combined. Finally, the government should arrange the economic compensation as a whole and do more targeted.
