| Cultivated land is the basic material capital goods of human, and the material premisethat constitutes the basic position of agriculture in the national economy.It relates to nationalfood security, long-term livelihood of farmers, social stability and development and ecologicalsafety. All along, out government has been putting forth effort to improve the farmlandprotection system through implementing relevant policies, measures to regulate the behaviorfarmland protection subjects. Although the existing system does has brought notable effects,the contradiction between economic development, population growth and the persistentlydecrease of arable land`s quantity is still progressive.The quanlity of cultivated land isincreasly deteriorating, and it`s common that the farmland used for non-agricultural purposesare used extensively. Obviously, the reasons for this situation are various, and this paper holdsthat the fundamental one is that the estimation and distribution of the total value of arable landresources is not irrational, and the positive externality value of farmland protection hasn`tbeen included in the accounting of the total value of arable land, meanwhile, it`s lack ofappropriate compensation for the positive externalities value. Thus, in order to consolidatearable land resources and food security, and to realize the coordinating development ofcultivated land resources and population, society and economy, we are in urgent need tooptimize the existing farmland protection system. Basing on the partition of food function, viaappropriate means and reasonable standard, offer compensation to the value which has notbeen reflected in the market price of arable land resources, and build a long-term mechanismof benefit compensation for farmland protection, so that the relevant subjects in cultivatedland protection could receive corresponding compensation of creating farmland protectionexternality.Based on the background above, this paper is on the theoretical basis of moderneconomics, land economics, welfare economics, etc., using CVM (contingent valuationmethod), multiple linear regression method, field research and other research methods, fromthe constitution of total value and the positive externalities of cultivated land resources, basedon the analysis of different subjects`behavior in protection activities, analyse the issue ofbenefit compensation in arable land protection area in the view of different food functional partition inter-regionally and regionally. First, expounded the background, purpose andsignificance of this study, then summarized and commented the related research of foodsecurity, cultivated land protection, external value estimation and compensation of cultivatedland resources inland and abroad. Second, stated the theoretical basis of economiccompensation of arable land protection. And then analysed the status of food security,cultivated land protection and its economic compensation and the effect of policyimplementation, announced the essential issues that the current mode contains. Nextly,analysed the behavior of diverse subjects based on the definition of their positions andfunction in the economic conmensation mode of cultivated land. Moreover, discussed theeconomic compensation mode of cultivated land protection in view of food security deeperly,choosing Huludao, Baoshan, Xi`an as the representatives of main grain producing areas, themain sales areas and balance areas respectively to process empirical analysis, using CVM tocompute the non-marketable value of arable land resources, and put forward the definite idear.Then explained the assorted mechanism that can promote the operation of the economiccompensation mode of arable land protection in China effectively, in the view of differentfood function partition. Last, obtained the results, summarized the shortages and proposed theexpectations.In this paper, the conclusions are as following:(1) The total value of arable land resources includes economic value, social value andecological value, and the latter two constitute the non-market value of cultivated landresources, holding significant positive externalities.(2) The partition of different functions based on the consideration of food security causedthe responsibilities and obligations unequal between different areas, and that`s the mainreason for generating farmland protection related issues.(3) Lacking of knowledge of the total value of arable land resources and reasonableinterest adjustment mechanism in the existing system, it`s urgent to establish a nationwidelong-term mechanism of farmland protection economic compensation.(4) Compensation principles are: fair is prior, and give consideration to efficiency,coordination of regional interests, social welfare Pareto improvement, coordinate economy,population, resources and environment develop sustainably; compensation subjects: includingthe payers and the receivers; compensation way: based on direct financial compensation,combined with multivariate compensation ways; compensation standard: estimated by CVM;organizations:"three-level" Fund Management Committee of farmland protection economiccompensation.(5) To ensure the effective operation of the mode, we need to establish corresponding measures. At the central government level: promote legalization of the interest compensationof cultivated land, and improve the organization system, strengthen the preparation andimplementation of land use planning, improve the basic farmland protection system. At thelocal government level: defined the areas of public interest strictly; norm land acquisitionbehavior, implement pilot work.What`s more, it should be perfected from the farmers,non-farm population and different functions district as well. |
